The Harford Park Community Association is a 501(c)(3) non-profit that has existed for development of the general welfare for the Harford Park neighborhood continuously since October 5, 1939.

HPCA meetings provide a forum for residents to discuss issues with the appropriate decision makers and agencies. Residents and associates are welcome to attend meetings to ask questions, raise issues, and show support for our community. Together we can make a difference in our community and keep it a great place to live, shop, and raise a family.

Come to Our Next General Meeting:

On Thursday, November 2nd, 2017 at 7:30pm we will have our annual association meeting at our community building at 2522 Linwood Road. Officer Goorevitz and Mike Hilliard from Harbel will provide crime updates for county and city, and MD State Senator Kathy Klausmeier will present legislative updates. Light refreshments will be served.

Our annual elections for the board of directors of HPCA will be held at our November general meeting. Our board needs new members and this is a great opportunity to give back to your neighborhood. Here are the position descriptions:

President shall preside at and conduct all meetings of the Members and Board of Directors. The
President may sign all contracts and agreements in the name of the Corporation after the Board
has approved them, and serve as the representative of the Corporation in meetings and
discussions with other organizations and agencies. Previous service on the board is required for
this position.

Vice-President shall perform the duties of the President if the President is unable to do so or is
absent; perform such other tasks as may be assigned by the Board; and, at the request of the
President, assist in the performance of the duties of the President. In the event that the office
of the President becomes vacant, the Vice-President shall automatically become President.
Previous service on the board is recommended for this position.

Secretary shall keep accurate records and minutes of all meetings of the Corporation; make
available copies of the minutes of the previous meeting and distribute them in advance of each
meeting; cause to be delivered all notices of meetings to those persons entitled to vote at such
meetings; and maintain the minutes of the Corporation. The current secretary is not interested
in continuing service in this position; minutes are taken as brief notes added to the meeting
agenda document to keep the job simple.

Treasurer shall oversee the deposit of funds of the Corporation into the proper accounts of the
Corporation; the recording of all receipts and disbursements from such account or accounts;
the preparation of the books and records of the finances of the Corporation; the preparation of
financial reports of the accounts for each Board meeting; and the preparation and filing of all
year-end financial reports and federal and state tax reports. The Treasurer shall also maintain a
current listing, with phone numbers and addresses (including mail and email), of the Directors
and Members at the Principal Office of the Corporation; and make the current membership
roster available at all meetings where votes may be taken.

All the positions above require current membership in the association along with attendance at
our 4 general meetings and attendance at the majority (7) of our monthly board meetings.
President (or the Vice-President) need to attend all board meetings and general meetings.

Another way to help: we also need help from any neighbor willing to give some of their time.
Attendance at monthly board meetings is not required, just a willingness to help. Some skills
we need: grant writing; membership; researching non-profit lenders, planning events, and
any other skill that you think would benefit your community association. We would require
that you join the association if you are not already a member ($10/year).
